Among them, the "Thirteenth Five-Year Plan" for the Development of Engineering Cost was officially issued, which put forward the development concept of "embodying innovation, coordination, green, open and sharing" and the "applicable, economic, green and aesthetic" architectural policy. "Enterprises such as investment consultation, survey, design, supervision, bidding agent, cost and so on are encouraged to develop through joint operation, merger and acquisition and reorganization. Engineering consulting and cultivating a number of engineering consulting enterprises with international level in the whole process are both requirements and expectations. Encouraging the innovation and development of cost consulting enterprises and going out in the general direction are the overall development trend of this year.
These top-level reform documents have a far-reaching impact on the development of the industry.
